Congressman Tim Burchett has made startling claims, suggesting that non-human entities (NHIs) could have been present on Earth for millennia, operating submerged bases, according to direct accounts from Navy personnel, which he cites as his main source.
In a recent interview with Washington, D.C. journalist Matt Laslo of Ask a Pol, Burchett stated that these entities “are on this Earth for who knows how long” and that, while many believe they come from far away, “maybe they came millennia ago, but they are here and in these deep-water areas.”
The Tennessee congressman, who serves on the House Oversight and Accountability Committee, referred to data indicating a concentration of Unidentified Submerged Objects (USOs) in five or six deep-ocean regions, where sightings are more likely. According to Burchett, Navy personnel have directly reported encounters with underwater vessels moving at “hundreds of miles per hour,” while human technology reaches only about 40 miles per hour underwater. This speed discrepancy represents a technological gap that, according to current underwater physics, would be impossible, given that water is roughly 800 times denser than air.
In January 2025, during an appearance on One America News hosted by former Congressman Matt Gaetz, Burchett publicly elaborated on these theories for the first time. Referring to sonar capabilities, he said:
“When they tell me something is moving hundreds of miles per hour underwater, and our capabilities are, I don’t think we have anything going 40 miles per hour, and these things, this one, it was as big as a football field, underwater. And that was a documented case. And I have an admiral telling me these things.”
When Gaetz asked if he believes submerged bases exist, Burchett confirmed:
“I believe, I believe.”
Burchett’s claims gain further context when compared to recent government acknowledgments of unexplained phenomena. The Director of National Intelligence, Tulsi Gabbard, expressed uncertainty about recent drone incidents in New Jersey, stating:
“I, personally, still have a lot of unanswered questions.”
This pattern, in which public officials voice private doubts while providing official explanations, has become increasingly common in discussions of UAPs.
Through these statements, Burchett presents a perspective that differs from the traditional extraterrestrial visitation narrative. Rather than seeing UAPs as visitors from space, he suggests we may be dealing with native Earth entities that have inhabited our oceans long before human civilization. Considering that oceans cover more than 70% of the planet and only 10 to 15% of the seafloor has been explored, vast areas could harbor such activity without detection.

Tim Burchett’s work in Congress has played a major role in establishing his credibility on UAP-related matters. In a report by The Hill, he pointed out that “tens of millions of dollars have been spent investigating these things. Departments have told us they have recovery units, but they do not release the full reports.”
During a congressional hearing in July 2023, which Burchett helped organize, he posed direct questions to whistleblower David Grusch, including whether anyone had been “assassinated” in efforts to conceal extraterrestrial technology. According to the official transcript, Grusch answered affirmatively but noted that the details could only be discussed in a confidential setting.
Reports of unidentified submerged objects are not new; Navy personnel and pilots have been recording sightings since the 1950s. Still, Burchett stands out as the first sitting congressman to openly endorse the idea that these objects might be operated by non-human intelligence from within the Earth itself. While presidents such as Ronald Reagan and Jimmy Carter have spoken about UFO sightings, no legislator has publicly discussed the idea of submerged bases as explicitly as Burchett.
If his claims are proven true, the implications would be enormous. Burchett noted in an interview that “the greatest discovery in human history has been hidden beneath the waves all along.” His willingness to discuss these matters publicly, combined with access to confidential briefings and direct military accounts, suggests that what is happening in our oceans represents a largely unexplored area of knowledge with potential national security implications.
USO Cases?
During a 2002 ROV expedition near Sanriku, Japan, a routine encounter with a squid revealed something much stranger moving in the background. It is impossible to tell whether it is a fast-moving animal or some kind of man-made drone/USO (Unidentified Submerged Object).
There is also a notable thermal video captured by U.S. Customs and Border Protection (CBP) in Puerto Rico, which has been widely discussed in the UFO community. On April 25, 2013, during a routine surveillance flight over Rafael Hernández Airport, near Aguadilla, Puerto Rico, CBP personnel recorded infrared footage of an unidentified object displaying unusual flight characteristics.
The footage shows the object rapidly entering and exiting the water without losing speed, eventually appearing to split into two, which has attracted significant attention among UFO researchers.
The U.S. Department of Defense’s All-domain Anomaly Resolution Office (AARO) assessed the incident and concluded that it could be explained as a perspective trick: two slowly moving objects traveling close together in a straight line could appear to be a single object splitting into two.
