During a recent appearance on the podcast Curious Dimension, constitutional lawyer Danny Sheehan once again drew attention by addressing the issue of government secrecy surrounding UFOs.
With a career spanning more than five decades, including involvement in some of the most sensitive chapters of U.S. political history, such as Watergate and the Iran–Contra affair, Sheehan offered what he described as an insider perspective on how information related to the phenomenon is controlled in the United States.
According to Sheehan, there exists an informal and highly restricted structure he refers to as a “legacy group.” This network, he claims, operates from strategic positions within the CIA, particularly within the Directorate of Operations and the Science and Technology division, while maintaining direct links to the Office of the Director of National Intelligence.
Its role, he argues, is to determine which UFO-related information remains classified and which details, if any, are allowed to reach the public.
Sheehan also mentioned individuals he says are connected, directly or indirectly, to this power structure. Among the names cited were Stephanie O’Sullivan, who held a senior leadership role in U.S. intelligence during James Clapper’s tenure; retired Admiral Bobby Ray Inman, a former director of both the NSA and the CIA; and former Vice President Dick Cheney.
In one of his most controversial claims, Sheehan stated that investigations conducted by his office traced activity linked to these programs to a decommissioned naval air base in Texas.
The site, he alleged, is guarded by the private security firm Blackwater and was used by Cheney to exert influence over UFO-related projects outside of any officially recognized government role.

During the interview, Danny Sheehan moved into even more controversial territory by discussing the nature of the recovered craft. According to him, these vehicles are not merely highly advanced machines, but hybrid systems combining technology and biology.
Sheehan stated that the craft contain biological components comparable to neurons, synapses, and dendrites integrated into their structure, allowing for a degree of conscious interaction. In his view, this points to a level of bioengineering far beyond humanity’s current stage, consistent with civilizations that may have evolved billions of years ahead of us.
Sheehan also described the existence of two opposing factions within the Pentagon. The first, which he refers to as the “legacy group,” is allegedly made up of long-established figures within the defense and intelligence apparatus who operate with significant autonomy and follow their own controlled disclosure timeline.
According to Sheehan, this group releases UFO-related information gradually and selectively, without clearly explaining the rationale behind its decisions.
The second faction, which Sheehan calls the “Collins Elite,” is said to consist of senior civilian and military officials within the Pentagon who interpret the UFO phenomenon through a religious framework. According to him, members of this group believe the phenomenon is demonic in origin and therefore argue that all information related to UFOs should remain permanently suppressed.
Sheehan claimed that members of the Collins Elite have intimidated researchers, including an incident in which physicist Eric Davis was allegedly physically confronted in the corridors of the Pentagon and told that his work on UFOs was satanic. Similar accounts have been publicly described by Lue Elizondo, while Congressman Tim Burchett has stated that he was warned not to pursue the issue further.
In the context of congressional discussions, Sheehan described an episode involving a direct exchange of messages between Congressman Eric Burlison and Lue Elizondo. According to Sheehan, Elizondo made it clear that he is not authorized to present conclusive evidence of the recovery of unmanned craft, not even within highly restricted environments such as a Sensitive Compartmented Information Facility (SCIF).
As reported by Liberation Times, Burlison expressed frustration at the level of secrecy imposed by the intelligence community over this material.
Sheehan also addressed the role of the private sector in this landscape, stating that some recovered UFO technology has been transferred to private aerospace companies. According to him, these firms operate under informal understandings with the government, since filing patents would inevitably trigger public disclosure.
To navigate this situation, Sheehan claims that such companies exert political influence through campaign contributions directed at key lawmakers, particularly committee chairs, in order to slow or block transparency initiatives, including the UAP Disclosure Act.
